On June 10, 2026, the State Agrarian Register began accepting applications for non-repayable financial assistance to grow cotton.
Experts from the Ukrainian Agri Council (UAC), as part of a project to support Ukrainian agricultural producers from affected regions in partnership with the international humanitarian organization Mercy Corps, have summarized the main conditions for receiving this support.
Farmers in the Odesa, Mykolaiv, and Kherson regions will be eligible for support. The amount of assistance is up to UAH 10,000 per hectare for the current year's harvest, but for no more than 10,000 hectares of cultivated land per recipient.
The mechanism and conditions for payment are set out in Resolution of the Cabinet of Ministers of Ukraine No. 886 of August 11, 2021, "On Approving the Procedure for the Use of Funds Provided in the State Budget for State Support of Agricultural Producers through the Allocation of Budget Subsidies per Unit of Cultivated Land." The government previously amended this procedure, expanding the areas of support.
Agricultural producers and individual entrepreneurs who, as of the application submission date, operate in the Odesa, Mykolaiv, or Kherson regions are eligible for the assistance.
To participate in the program, applicants must submit a certificate on the results of cotton sowing for the current year's harvest, certified by the signature of the legal entity or individual entrepreneur, as well as a certificate from the State Tax Service confirming the absence of debt on payments whose collection is overseen by the supervisory authorities. Such a certificate must be valid as of its issuance date.
Applications will be accepted in the SAR system until July 10, 2026.
