In Ukraine, the seizure of all vehicles of a certain type that are used on agricultural enterprises, such as trucks or tractors, is not uncommon. As a result, it completely paralyzes work.

The Ukrainian AgriCouncil addressed Prime Minister of Ukraine Denys Shmyhal and Minister of Agrarian Policy and Food of Ukraine Mykola Solskyi regarding the seizure of vehicles from agricultural producers.

“The Law of Ukraine “On Mobilization Training and Mobilization” (Article 6) provides for military transport duty, the procedure for which is determined by the Cabinet of Ministers of Ukraine.

Resolution of the Cabinet of Ministers of Ukraine of December 28, 2000 № 1921 approved the Regulations on military transport duty, which provides for free involvement of vehicles and equipment of enterprises, institutions and organizations regardless of ownership on the terms of their return after the announcement of demobilization," is mentioned in the statement.

"It is not uncommon for all vehicles of a certain type used in agricultural production to be confiscated and/or forcibly alienated, such as trucks or tractors, which completely paralyzes the work of the certain agricultural producer," the UAC explains.

As a result, the agricultural producer disrupts the mobilization tasks (orders) assigned to him, as well as the supply of food for the needs of the population. This issue is gaining extraordinary importance in the context of the global food crisis caused by the armed aggression of the Russian Federation.

"In order to prevent the situation with the complete seizure of all vehicles of a certain type, we consider it appropriate to set separate limits for seizure and/or forced alienation, for example, as a percentage of the total number of wheeled vehicles for each of the following types: tractors (UCG FEA 8701 ) except for wheeled tractors for semi-trailers (truck tractors) (UCG FEA 8701 20); trucks intended for the transportation of bulk materials and wheeled tractors for semi-trailers (truck tractors) (UCG FEA 8704 and 8701 20); trucks intended for fuel transportation (UCG FEA 8104); cars (UCG FEA 8703); buses (UCG FEA 8702", the UAC mentions.
